PRESS RELEASE RESPONSE TO CLEANING SERVICES ALLEGATIONS

Wednesday 22nd January 2025 – Zambia Airports Corporation Limited (ZACL) refutes allegations made by the president of a known trade association in a recent media interview. The individual claimed misconduct by ZACL in awarding a tender for cleaning services across its properties.

As a public entity, ZACL adheres strictly to Zambia Public Procurement Authority (ZPPA) regulations. In accordance with these regulations, all tenders are transparently uploaded to the Electronic Government Procurement (eGP) platform, and bidders are required to submit their bids exclusively through this system.

The tender in question involves the provision of hybrid cleaning solutions, including general cleaning and high-level maintenance, for international airports that collectively serve thousands of passengers daily.

ZACL confirms that due process was followed, and the tender was awarded to the best-evaluated bidder in line with ZPPA guidelines. It is important to note that the lowest-priced bidder is not always the best-evaluated bidder, as the evaluation process considers multiple factors, including technical capacity, and compliance with tender requirements.

Explanations regarding the outcome of the tender evaluation, including reasons for the selection of the best-evaluated bidder, have been uploaded to the eGP platform. This ensures transparency and accessibility for all bidders in line with procurement regulations. Contrary to media reports, there has been no “leakage” of information, as all details are publicly available and accessible through the official platform.


The tender is currently in the mandatory five-day standstill period, which allows bidders to formally raise any grievances with ZPPA. ZACL strongly encourages any aggrieved parties to submit their concerns through the proper channels outlined by ZPPA. This process ensures fairness, accountability, and resolution in accordance with established regulations.

About Zambia Airports Corporation Limited

Zambia Airports Corporation Limited was established in 1989 through the amendment of the Aviation Act, Chapter 444 of the Laws of Zambia which has been repealed and replaced by the Aviation Act No. 5 of 2016. It is also incorporated under the Companies Act No. 10 of 2017.

The Corporation’s mandate is to develop, maintain and manage the four designated international airports, namely Kenneth Kaunda in Lusaka, Simon Mwansa Kapwepwe in Ndola, Harry Mwaanga Nkumbula in Livingstone and Mfuwe, plus select provincial aerodromes and the provision of Air Navigation Services within the Zambian Airspace.
